  From lines that cannot use #9110, call the consultation desk number of your prefectural police headquarters (list PDF from the National Police Agency)

• A nationwide short-code number that connects you directly to the consultation desk of the prefectural police headquarters or similar office for the area you are calling from. It also works from mobile phones.
• It takes anything you want to discuss with the police, even if you are not sure whether it is a crime: stalking, violence by a spouse, fraudulent sales practices and more.
• Depending on your case, the relevant departments work together and take the steps needed to relieve your concern, such as guidance and advice, warnings to the other party, or arrests.
• For emergencies such as crimes and accidents, call 110. For non-urgent matters, such as worries and problems about safety in daily life, use #9110 or your nearest police station.
• Pulse-dial lines and some IP phones cannot use #9110, so call the consultation desk number of your prefectural police headquarters instead.

• For an emergency crime or accident where you need an officer right now, call 110. #9110 is the number for non-urgent consultations.
• On weekends, holidays and outside business hours, calls are handled by the duty officer or a voice message, except at some prefectural police that take calls 24 hours a day.
• You cannot call from pulse-dial (rotary) lines or some IP phones. Call the consultation number of your prefectural police instead.

Your municipality (city, ward, town or village) also has counters for welfare, health and child-rearing concerns. Call the main number, explain what you want to discuss, and ask for the counter in charge.
